This series of country reports were prepared by experts from the European Centre of Expertise (ECE) pool of labour market experts to provide in-depth analyses of the emigration of skilled labour. Each report contains: (1) Introduction: the demographic and labour market situation in the country; (2) Emigration of skilled labour; (3) Emigration of skilled labour and its impact on domestic economies beyond the labour market; (4) Emigration of skilled labour and its impact on labour market conditions; (5) Actions undertaken by Member States to address the outflows of skilled labour; (6) Conclusions; and (7) Bibliography.

These reports are part of the European inventory of national qualifications frameworks (NQFs). Since 2009, Cedefop has been carrying out a systematic mapping and analysis of NQF developments in countries participating in the European qualifications framework (EQF) process. These reviews, done in close cooperation with the EQF Advisory Group, the European Commission and the European Training Foundation (ETF), have directly supported the development of operational and sustainable NQFs. The reports offer a detailed description of the structure and scope of the NQFs, objectives, functions and institutional arrangements, along with data on the implementation and impact on broader policy areas of the frameworks.

This report contains more than 35 key structural indicators on education policies in six areas: early childhood education and care (ECEC), achievement in basic skills, early leaving from education and training (ELET), higher education, graduate employability and learning mobility. The indicators provide information on the national policies and structures that contribute to achieving the benchmarks set in the strategic framework for European cooperation in education and training ('ET 2020'). The Eurydice project on Structural Indicators for Monitoring Education and Training Systems in Europe provides yearly data since 2015 to illustrate the main policy developments in education and training systems across Europe. This report contains the updated indicators for the 2019/20 school/academic year together with a short overview of the major reforms since the start of the 2014/15 school/academic year.

The collapse of the former Soviet Union created an entirely new situation for adult education in the Baltic region. Three new states came into being: Estonia, Latvia and Lithuania. The Latvian Adult Education Association (LAEA) has been in existence for seven years. What are its aims, what are the conditions facing its governing body, what has been achieved, and how effective has it been? [The author] is the Chairperson of LAEA. Here she provides an assessment of her experiences, including that of cooperation with the IIZ/DVV.

There is a massive shift underway in the global economy. In the wake of the pandemic, the world is witnessing a historic transformation in how people work, why they work and where they work. At LinkedIn, we call it the Great Reshuffle, an unprecedented moment in history where we are reimagining the future of work. People are actively acquiring new skills and pursuing new ventures. Employers are reinventing business models and creating new markets. And all of this economic upheaval, which would normally play out over the course of decades, is being compressed into a couple of years. Amid this Great Reshuffle, we're faced with an urgent need to transition our society to a green economy to address the threat of climate change.
Green skills are a critical factor in realising the success and speed of the green transition. Our data shows hiring for green skill talent is rising globally but nowhere near what's needed. In addition to diagnosing where we need to make more progress, we provide recommendations on how to close the green skills gap, upskill workers and enable the shift to more green jobs. This report provides new data on green skills and jobs from all across the world, to empower policymakers, governments and business leaders with actionable insights to help them transition the global workforce to a green economy future. We examine the gaps that exist across income, gender and education levels, and provide recommendations for actions that governments, organisations and individuals can take.

We concentrate on the following research questions: (1) do the structure of the educational system and its interaction with the labour market affect the training gap between low-skilled blue collar workers and high-skilled white collar workers?; and (2) do the ways that institutional systems shape opportunities for lifelong learning differ between [European Union] EU-8 and EU-15 member countries? We used aggregate and national data on participation in non-formal learning from European Union countries, based on an ad-hoc module included in the European Union Labour Force Survey (EU-LFS) 2003. Analysis indicated that, as suggested by theory, institutional factors are significant for EU-15 member countries. The predictive power of these factors for EU-8 member countries is rather low and varies significantly by countries.

Validation of non-formal and informal learning is defined as 'a process of confirmation by an authorised body that an individual has acquired learning outcomes measured against a relevant standard'. It aims to make non-formal and informal learning visible socially, in the labour market and in the education and training system, based on the identification, documentation, assessment and certification of such learning. Validation has the potential to contribute to achieving the goals set by the Europe 2020 strategy, as it can contribute to matching skills supply and demand, supporting mobility across sectors and countries and fighting social exclusion. The European inventory on validation of non-formal and informal learning is a regularly updated overview of validation practices and arrangements across Europe. It is compiled in cooperation with the European Commission and ETF. The inventory was endorsed by the Council recommendation of 2012 on validation and works together with the European guidelines as a tool to support countries in developing and implementing validation arrangements.
The inventory informs dialogue and learning between countries and stakeholders developing and implementing validation in Europe. Our key objective is to support Member States so that more learners and workers can acquire and make visible new skills, which will support their career and further learning and improve their quality of life. The 2018 update of the inventory is a unique record of how validation is being used nationally, regionally and locally across Europe. It contains the state of play and an overview of developments for 39 countries, illustrated by good practice examples. You will also find thematic reports on key issues in designing and implementing validation initiatives, plus three international case studies. The inventory is the result of a three-year process based on the work of a large network of national experts, extensive review of documents, and interviews with key stakeholders.

How should governments respond to urbanisation, an ageing workforce or rising numbers of young people entering the labour market?
